MINUTES OF A MEETING OF THE PLANNING AND DEVELOPMENT COMMITTEE OF KINVER PARISH COUNCIL

 

HELD ON 13th OCTOBER 2011 AT 95 HIGH STREET, KINVER.

Present: Councillors: Mrs R Davis – Chairman (Ex-Officio), JK Hall, Mrs L Hingley, Mrs M Rogers.

 

1. APOLOGIES FOR ABSENCE

 

Apologies of absence were received from Cllrs D Hadlington (Vice Chairman), Mrs ED Ray, MR Davies, HH Williams, DM Wiseman and J Cutler

 

2. DECLARATIONS OF INTEREST

 

 Cllr Mrs R Davis and Mrs L Hingley declared a non -prejudicial interest in 11/00753/FUL and 11/00710FUL. Cllr Mrs R Davis also declared a non-prejudicial interest in11/00746/FUL

 

 3. MINUTES OF THE PREVIOUS MEETING

 

The minutes of the meeting held on 21st September 2011 were approved and signed as a true record of the proceedings of that meeting with the exception that:-

 

Item 2 – On declarations of interest Cllr Mrs R Davis should be removed.

 

4. MATTERS ARISING FROM PREVIOUS MINUTES

 

The following matter was reported:-

 

4.1 Fencing on the Old British Legion Site.

 

The fence around the site was on the original plans, and the District Council have said it is to be a permanent fixture. Councillor Mrs L Hingley agreed to raise this issue with Mrs S Poxon of the District Council.

 

4.2 Travellers Site

A public meeting is being held at Cookley in the 21st October 6.30 – 7.30, to discuss the Old Lea Castle Hospital site for 15 pitches for travellers or pitches for travelling show people.

 

4.3 Sleepers Cottage

 

There appears to be further development taking place on this site and this has been reported to the District Council.

 

4.4 Planning reforms

 

It was agreed to have a future planning item to look at preparing a Kinver Parish Council guidelines/policy for planning issues. The senior civil servant that drew up the reforms highlighted in a press article that unless local authorities are adequately prepared to control the presumption in favour of development, it will be difficult to refuse any future developments.

 

It was agreed that the Chairman would raise this matter with Mr Steve Winterflood and also send a copy to Gavin Williamson MP

 

5. PLANNING APPLICATIONS

 

The following planning applications were considered and it was agreed to Recommend to the South Staffordshire District Council as stated below for each application: -

 

11/00710/FUL Bridge House, Greensforge Lane, Stourton

 

Conservatory refurbishment and replacement roof

 

The plan is unclear and we feel that there is not enough information available to make a decision. This should comply with greenbelt guidelines if approved.

 

11/00746/FUL 38 Cedar Gardens, Kinver

 

Extension to form garage. Convert flat roof dormer to hipped roof. Part demolish existing garage and construct new boundary wall. Construct new vehicular access onto cedar gardens.

 

Recommend Approval

 

AL/70/2011/TPO Acorns, Lawnswood Drive, Lawnswood

 

Crown lift Lime and Oak trees.

 

This was noted.

 

11/00360/FUL 9 Hyperion Road, Stourton

 

Single storey detached garage

 

We have concerns over the very high pitch of the roof on the garage and feel the height should be reduced. However if the plan is approved then a section 106 should be placed on the garage.

 

11/00753/FUL Lodge Farm, Gipsy Lane, Wolverley

 

Proposed first floor extension

 

Recommend Approval subject to complying with greenbelt regulations

 

 6. PLANNING DECISIONS REACHED BY SOUTH STAFFORDSHIRE DISTRICT COUNCIL

 

The planning decisions as attached as appendix 1 to these minutes were noted.

 

7. WORCESTER COUNTY COUNCIL – WASTE CORE STRATEGY ADDENDUM TO SUBMISSION.

 

This was noted.

 

8. ITEMS FOR THE NEXT AGENDA

 

Planning guidelines/policy for Kinver Parish

 

9. DATE OF NEXT MEETING

 

The date of the next meeting was noted as Thursday 3rd November 2011.
