			<content:encoded><![CDATA[<p>KinverOnline - Kinver Village Website</p><p>Plans are well ahead for a repeat on Sunday September 30 of the annual 10k run organised by the Rotary Club of Kinver, in association with Action Heart.</p>
<p>All operational and administrative costs have already been covered through the sponsorship of Pensnett-based vehicle body repair centre BodyKraft with additional funding by Dudley Motor Company. This will result in all proceeds from runners’ entry fees and, in many cases, their individual sponsorships going to Action Heart which received more than £4,000 from last year’s event.</p>
<p>Rtn John Pittwood, who is chairing the Rotary Club committee organising the run – and the associated 2k family fun run – says: “The Kinver race has become well known for its challenging course and the high standard of organisation. The course will be the same and we are doing all we can to ensure that the organisation lives up to its reputation.</p>
<p>“Our local MP Gavin Williamson has already agreed to be our official starter and almost every member of the club, and many wives and friends, will again be assisting on the day to ensure another successful, and profitable event.”</p>

<p><strong></strong>Following a number of visits up and down the High Street I am pleased to announce a truly fantastic level of support for our drive to decorate the village with flowers this year.</p>
<p>The response to “hang a basket” has been brilliant with both householders and shop keepers on the High Street committing to hang a total of  <span style="color: #ff0000;"><strong>72</strong></span> baskets. 35 of these will be supplied through “<strong>5 a Day</strong>”,  the small traditional greengrocers next to <a href="http://www.kinveronline.co.uk/kinver-businesses/kays-butchers/" target="_blank">Kay’s Butchers</a>.</p>
<p>A team of volunteers will not only be installing the 35 baskets for the owners but also providing and fitting 22 brackets where they are needed. The timing of these activities is planned as follows: -</p>
<ul>
<li>Saturday 28<sup>th</sup> April, start fitting the brackets where required. This may take two weekends!</li>
<li>Weekend of 19<sup>th</sup>/20<sup>th</sup> May, hang the baskets.</li>
</ul>
<p>On the advice of more experienced gardeners, the weekend of 19<sup>th</sup>/20<sup>th</sup> May is thought to be the earliest that it would be safe to put the baskets up because of the risk of late frosts.</p>
<p>Clearly, those individuals who are “doing their own thing” will hang their baskets at a time convenient to them but certainly it is expected that the full 72 should be up by the end of May.</p>
<p>The High Street should look superb and just in time to compliment <a href="http://www.kinvercountryfaye.com" target="_blank">Kinver  Country Fayre</a> flags &amp; promote the <a href="http://www.marystevenshospice.co.uk/support_us/events/content.asp?s=3&amp;ei=107" target="_blank">Open Gardens Weekend</a> of 23<sup>rd</sup> &amp; 24<sup>th</sup> June.</p>
<p style="text-align: center;"><strong><em>Please ensure you keep them watered and fed!!</em></strong></p>
<p>Now for the nasty bit: I shall shortly be knocking on doors seeking your hard earned cash to pay for whatever you have ordered over the next few weekends. The costs quoted remains the same &#8211; £20 for bracket and basket or just £19 for the basket.</p>
<p>To anyone I was unable to contact, my apologies, the only reason being that you would not have been in or available at the time of my calling.</p>

<p>I finally got a night of clear skies with the moon a decent size (about 5/8s full) earlier this month so that I could test out a webcam that I had modded to fit into an old film canister that slides in where the eyepiece normally goes following the wonderful instructions here <a href="http://www.ghonis2.ho8.com/lifecam/lifecam1.html">http://www.ghonis2.ho8.com/lifecam/lifecam1.html</a></p>
<p>I am rather pleased with the results so I thought I&#8217;d share them and details of the equipment I&#8217;d used to capture them.</p>

<p> I have a Skywatcher 200p 8&#8243; Newtonian Reflector Tube mounted on Skywatcher EQ5 Equatorial Mount (around £420), this is at the larger end of amateur scopes and is actually a little too large for looking at the moon and planets as it lets in too much light and makes detail much more difficult to see, I get around this by using something very simple and even better free! I made a cap that fits over the end of the scope tube and reduces the aperture from 8 to 6 inches which makes a surprisingly large</p>

<p> The webcam I used was a Microsoft Lifecam Cinema 720p which I paid about £40 for</p>

<p>The drift you see on the videos is caused by the rotation of the Earth as of yet I havn&#8217;t forked out for a motor tracking unit which is something you need for trying to image the other planets, I did try to get a recording of Mars but pretty much as soon as I&#8217;d lined the scope up it vanished off the screen of the laptop I had the webcam plugged into as its field of view is not as large as you get with a eyepiece.</p>

<p>I used a nice bit of freeware called SharpCap to do the recording and if you are lucky enough to have a motor drive tracking unit you can use another bit of freeware called registax to pick the sharpest frames from the vid and stack them together to bring out far more detail than you can normally see due to the shimmer caused by our atmosphere! Oh and before I forget another bit of freeware called Fraps helped me capture the individual frames from the vid</p>

			<content:encoded><![CDATA[<p>KinverOnline - Kinver Village Website</p><p>Kinver Village has a fantastic facility at the new £120,000 skate park and BMX track putting Kinver on the extreme sports map at the Edward Marsh playing fields near to the KSCA.</p>
<p>The facility is the brain child of volunteers from the Kinver Action Group, who hope that the the bike track and skate park shall provide hours of entertainment for youngsters for many years to come.  </p>

You often see David, complete with shorts, high vis vest &amp; Raybans &#8211; not real ones though - leading his &#8220;Tidy Up Team&#8221; &#8211; mostly ladies but that&#8217;s another story - tramping the High Street on a Sunday morning.</h5>
<h5>This is followed by the words of Nick Geoghegan, who is known to many of us as the &#8220;Master of Hanging Baskets&#8221; in the village centre these past few years. Nick takes particular pride in his sector of the High Street and the floral displays he&#8217;s organised in the past are something to behold.</h5>
<h5>Kinveronline wishes the whole concept well&#8230;&#8230;&#8230;.</h5>
<p><strong>David Giddings, Secretary of the Best Kept Village Group writes:</strong></p>
<p>Lin Hingley, well known for her contributions to Kinver’s well-being, is now spearheading Kinver’s 2012 entry into this annual competition. Some years ago Kinver was very successful as the plaques outside the surgery testify. Then there was a gap, as the stalwarts of yesteryear grew too old, until a renewed participation in 2007, when we came a creditable second in the large village category. No entry was submitted thereafter due to a number of factors—such as the upheaval in the High Street and a lack of leadership/interest. Now that the High Street refurbishment is complete, it seemed to Lin Hingley it was worth resurrecting our entry. After all, whatever the result, at least it can be no bad thing if the volunteers make sure that our village is in good shape and welcoming to visitors.</p>
<p>The judges will descend on our village, as well as on the other entrants, during the months of <strong><span style="text-decoration: underline;">May, June and July.</span></strong><span style="text-decoration: underline;"> Th</span>ey will be looking for a number of things.  Most items are actually down to the Parish Council—in fact 55 of the 100 points available!! In this we are fortunate to have the input of the two wonderful ladies who mastermind and control so many aspects of Village Affairs, Jenny Spaull, the Parish Clerk, and her assistant, the exotically named Marita Fullwood! So upkeep of benches, Bus shelters, Comber grove, Toilet areas and a thousand other things all come within their remit. Public Information, such as Recycling etc .gets a full 18 points and a lot of this is to be found on our excellent new Notice Boards</p>
<p>But we can all lend a helping hand. In fact, unlike in 2007, when Andy Merrick and a few stalwarts put in upwards of 200 man hours, Lin has sensibly decided to get the various Village groups to look after a patch. Hopefully this recalls the old adage ‘Many Hands make Light work’, rather than the other one involving ‘Too many cooks’!! So Rotary are doing Church Hill, Probus doing Stone Lane, Twinning are taking on Enville Road etc etc.</p>
<p>However, everyone should try to pick up litter as they go about their daily business, particularly during the three critical judging months. Obviously we will be looking to the schools to get the message over. Brindley Heath has offered to take the whole school on an afternoon’s litterpick. But it is disappointing that some teenagers drop their litter every evening in the High Street Bus Shelter rather than in the bin which is positioned just feet away. We need parents and teachers to highlight this, and also the new Skate Park, where despite the area being regularly cleared by KAG and the Parish, one can often find over a hundred assorted crisp packets and pop bottles scattered all round, again with the nearby bin practically empty!!</p>
<p><strong> Nick Geoghegan, who is charged with Floral Presentation Arrangements writes:</strong></p>
<p>Are the rumours true?  &#8211; Is it Lin Hingley’s vision? &#8211; Are we involved?</p>
<p>For the first time in four years the village has been entered for the “Best Kept Village” with the driving force being Lin Hingley,who believes that the village could only benefit from this entry following a number of years of road disruption which has adversely affected the trade within the village.</p>
<p>There is a need here for the community to grasp this opportunity and strive for Kinver to show off how great the village is, attracting visitors far and wide to see the attractions of Kinver Edge, <a href="http://www.stpeterskinver.org/" target="_blank">St Peters Church</a> that is mentioned in Domesday Book, <a href="http://www.nationaltrust.org.uk/kinver-edge/" target="_blank">The Rock Houses</a> and of course a High Street that dates back a thousand years with attractive architecture,interesting places and character but is right up to date with its attractions: Local Bakery, Butchers that have won local awards for pies and fresh produce,  many excellent gift shops, a post office that sells far more than stamps and the local club that has won CAMRA best hostelry of the year.</p>
<p>The village offers many seasonal attractions from The Christmas Festive  Lighting Scheme though to <a href="http://www.kinvercountryfayre.com" target="_blank">Kinver Country Fayre</a> which promises this year to be bigger and better than ever.</p>
<p>Best Kept Village is just one more challenge.</p>
<p>Many organisations,including <a href="http://1060.org.uk/kinver" target="_blank">Kinver Rotary</a> have been allocated roads in and around the village to tidy up during the duration of the judging process.</p>
<p>All residents &amp; shop-keepers along  the High Street from Stone Lane through to Mill lane have been approached and asked to hang a basket outside of their premises.</p>
<p>A novel idea  is to get the “<strong>High Street to supply the baskets for the High Street</strong>” and as such the following suppliers have been approached to quote: Five a Day; <a href="http://www.missshireens.co.uk/" target="_blank">Miss Shireen</a>; Village Greens. Also an “outside” supplier but one who has regularly supplied the row of cottages next to the Parish Council offices has been asked to quote given their excellent product of the past.</p>
<p>The response so far is extremely positive with virtually all of the house and shop owners on the East side of the street supporting the initiative,responses from prominent members of the High Street include:</p>
<p> “Brilliant! A great initiative I’m more than happy to support” – Rob Nicholls – <a href="http://www.midcalf-nicholls.com/" target="_blank">Midcalf Nicholls </a></p>
<p>“Long over due. This is how it used to be in the village” – Kay’s Butchers</p>
<p>“What a good idea! Lets hope this will encourage more visitors back to the village” – The manager, <a href="http://www.marystevenshospice.co.uk/" target="_blank">Mary Stevens Charity</a>.</p>
<p>“Great idea! Put me down for two baskets!!” – Jazz, proprietor of the new off licence, VINO.</p>
<p>There is a natural reluctance from certain High Street residents, wary of placing hanging baskets outside and inviting the unwarranted attention of a minority.That is understandable but the recent police initiative to curb anti social behaviour seems to be having an effect.</p>
<p>I would like to think that the general feeling of the majority is to take pride in the village. There should be nothing better than being associated with a village that has just won The Best Kept Village award and hopefully the often criticised youngsters will feel equally proud of the  Village’s achievements and will support and protect the village in all its endeavours.</p>

<p>2.             DECLARATIONS OF INTEREST</p>

<p>Cllr Mrs L Hingley declared non prejudicial interest in Daneford and Jubilee Gardens as they are in the Conservation Area.</p>

<li>MINUTES OF THE PREVIOUS MEETING</li>

<p><strong> </strong></p>
<p>The minutes of the meetings of the Recreation and Environment Committee held on 19<sup>th</sup> October 2011, having been circulated previously, were approved and signed as a true record of the proceedings at that meeting with e exception that on Page 2 item 6, the initials KSACA should read KSCA.</p>
<p>&nbsp;</p>
<p>4.         MATTERS ARISING</p>
<p>&nbsp;</p>
<p>            4.1 It was noted that the childrens rota rider had been repaired by Wicksteed.</p>
<p>&nbsp;</p>
<p>5.         TO DISCUSS THE TENDERS FOR THE INSTALLATION OF SAFETY SURFACING AT THE PLAY AREA</p>
<p><span style="text-decoration: underline;"> </span></p>
<p>The Clerk has been trying to get 3 quotes for the resurfacing of the play area.</p>
<p>&nbsp;</p>
<p>There are 2 types of surfacing Wet pour and also a type of matting that feels like astro turf.  The latter is a cheaper option but is unsuitable for our type of play area as the mats will absorb the mud from the grassed areas surrounding the matted areas and every 6 months the mats have to be cleaned and re-sanded to make them affective, therefore their would be regular maintenance costs. Cllr J Cutler confirmed that this was a problem, as they had a similar surface on some of the Tennis Courts at the Tennis Club, and they experienced similar problems.</p>
<p>&nbsp;</p>
<p>The Clerk has received ball park figures to date on both types and they exceed £20000.  Therefore if the Committee feel that this is a viable future project, it would have to put it out to competitive tender and identify a source of funding either internally or externally.</p>
<p>&nbsp;</p>
<p>This would need to be referred to the February Finance Committee meeting. The Play Area fund of £10840.62 is in a 12 month bond which ends in June 2012, the 2011/12 budget has a  remaining balance for internal projects of circa £4000 and the internal grant budget for 2012/2013 will not be available until the 1<sup>st</sup> April which will be circa £23000 (this sum is for all projects for that financial year).</p>
<p>&nbsp;</p>
<p>The Committee looked at some photos taken by the Chairman and decoded that the Clerk should seek quotes for much smaller areas of wet pour, as detailed below:-</p>
<p>&nbsp;</p>
<p>Zip Wire – as before wet pour area where current mats are</p>
<p>Under 2 x swing bays, but only where the ground is eroded inside the frame</p>
<p>On the exit points of the Toddler climbing units not all underneath the units.</p>
<p>&nbsp;</p>
<p>The Clerk agreed to get 3 quotations ready for the next meeting in March, then funding could be addressed when a cost is known.</p>
<p>6.         FUTURE PROJECTS</p>
<p>&nbsp;</p>
<p>            Allotment update – report attached from Cllr Mrs M Rogers</p>
<p>Report attached as appendix 1 to these minutes. Members thanked the Allotment Committee for getting as far as they have with the project, and congratulated them ion their successes to date.</p>
<p>&nbsp;</p>
<p>Cllr DM Wiseman expressed his concerns that this is only one site that has been started and suggested a sub group of the Allotment Committee could be formed to look at other sites around the Parish.  Cllr Mrs L Hingley reported that at the time of finding this land they had looked at sites closer to the village centre but there was no land available.  Cllr Mrs M Rogers added that the land owner at Greensforge Lane had offered to give further land for more allotments this year and if that is the case there will not be a waiting list.</p>
<p>&nbsp;</p>
<p>Some plot holders had given up their plots after a year, but this was not on the grounds of distance to travel to them, but on health or family issues.</p>
<p>&nbsp;</p>
<p>Outdoor Gym</p>
<p>&nbsp;</p>
<p>Cllr J Cutler reported that at Brockleys Walk Park a measured fitness trail with wooden static type stations is being developed. In a natural material i.e wood which matches the natural park facilities.  The Gym Equipment it was felt would be out of keeping with this natural setting as it is very brightly coloured, and at Brockleys Walk it usage would be limited as there is not the foot fall of people passing by like the KSCA area.</p>
<p>&nbsp;</p>
<p>It was felt by members that the best location would be (as are many other gyms) near to the children’s play area. It was agreed to defer this matter until September.</p>
<p>&nbsp;</p>
<p>            <span style="text-decoration: underline;">Future projects</span></p>
<p>&nbsp;</p>
<p>Councillor Mrs R Davis asked if the following item could be raised in her absence:-</p>
<p>&nbsp;</p>
<p>“It has been mentioned to me on a regular basis that the high street needs some colour during the summer&#8230;. and this would tie in  with the entry to the BKV and show that PC supports it.</p>
<p>&nbsp;</p>
<p>I suggest that the traders and high street residents are asked if they would be willing to have a summer hanging basket  on their frontage. The brackets and filled baskets would be provided by council on the understanding that each trader/householder would be responsible for watering their basket.  Obviously costing would need to be taken to finance and all procedures required by the clerk would need to be followed&#8230;. However it would add to the green of the trees and add colour the high street.”</p>
<p>&nbsp;</p>
<p>This would also help with the entrance into the Best Kept Village Competition.</p>
<p>&nbsp;</p>
<p>It was agreed to <strong>Recommend</strong> to the Parish Council that the Clerk be authorised to contact the residents / traders of the High Street to seek their views on having hanging baskets on their premises and if they would be willing to water the baskets whilst they are in situe.</p>
<p>&nbsp;</p>
<p>7.         IDEAS FOR MARKING THE CELEBRATION OF THE QUEENS DIAMOND JUBILEE</p>
<p><span style="text-decoration: underline;"> </span></p>
<p>Councillor Mrs R Davis asked if the following item could be raised in her absence:-</p>
<p><span style="text-decoration: underline;"> </span></p>
<p>“The Queen has devoted her life to duty and service&#8230; I suggest that we could inaugurate a QE11 Diamond Jubilee Shield for Endeavour.</p>
<p>&nbsp;</p>
<p>There is already the Civic Society award for Community Service  in Kinver and the Millennium Cup at Edgecliff for service to the community there and we do not want to duplicate those&#8230;. However we could consider  the following categories&#8230;</p>
<p>&nbsp;</p>
<p>1 Lengthy dedication to raising money for charities that are on a wider scale  than local interest&#8230; eg work done for Chenobyl, Lifeboats, Cancer charities etc</p>
<p>&nbsp;</p>
<p>2  Dedication by a person over a long period of time to caring for a relative or friend.</p>
<p>&nbsp;</p>
<p>3 Overcoming disability/difficulties to achieve a life time goal</p>
<p>&nbsp;</p>
<p>It could be advertised in the July CA News sheet for nominations to be received by September? and then Leisure and Amenities could make a recommendation to council for the recipient.( I do not recommend the April edition in case the she does not make it to June!!)</p>
<p>&nbsp;</p>
<p>It would be a permanent commemoration of the event with a practical application in recognising hard work and commitment over a long period of time, and recognise an unsung local hero without  being accused of &#8220;wasting money&#8221;</p>
<p>&nbsp;</p>
<p>As we are not yet sure what is happening with the square and carving will be expensive&#8230; it may be better to plan something else at this stage&#8230;  and the square may be considered later if thought fit.”</p>
<p>&nbsp;</p>
<p>            In addition to the above suggestion the following ideas were raised by members:</p>

<li>In 1977 a line of trees was planted at the KSCA, a similar planting could take place for the Golden Jubilee.</li>
<li>Supply of TV screens to village halls for groups to be able to congregate to watch the celebrations and this would double for the Olympics. It was felt this may be too late to organise for this year.</li>
<li>The naming of the village square – if it is completed by June 2012.</li>
<li>Standing stone on Jubilee Gardens similar in size to the larger stone in memory of John Greaves Smith at Comber Ridge, the estimated cost for this would be circa £1000.  An inscription marking the Golden Jubilee could be on a slate plaque or tablet.</li>
</ul>

<p>It was agreed to <strong>Recommend</strong> to the Parish Council the following ideas to celebrate the Golden Jubilee:-</p>

<li>A shield is purchased at a cost of circa £65, and given annually for one of the following reasons; dedication, overcoming difficulties / disabilities or dedication.  The winner would be nominated by the parishioners, along with the annual prize money to be agreed.</li>
<li>The naming of the village square – if it is completed by June 2012.</li>
<li>Standing stone on Jubilee Gardens similar in size to the larger stone in memory of John Greaves Smith at Comber Ridge, the estimated cost for this would be circa £1000.  An inscription marking the Golden Jubilee could be on a slate plaque or tablet.</li>

<li>A shield is purchased at a cost of circa £65, and given annually for one of the following reasons; dedication, overcoming difficulties / disabilities or dedication.  The winner would be nominated by the parishioners, along with the annual prize money to be agreed.</li>
<li>The naming of the village square – if it is completed by June 2012.</li>
<li>Standing stone on Jubilee Gardens similar in size to the larger stone in memory of John Greaves Smith at Comber Ridge, the estimated cost for this would be circa £1000.  An inscription marking the Golden Jubilee could be on a slate plaque or tablet.</li>

<p><strong>Kinver Allotment Association (KAA) Background and Information for the Recreation and Environmental Committee Meeting at Parish Council on 11th January 2012</strong></p>

<p>For more than 18 months prior to the inaugural meeting of the Kinver Allotment Association on 12<sup>th</sup> November 2009, the Recreation and Environment Committee of Kinver Parish Council had been looking at the availability of land where allotments could be developed.</p>
<p>&nbsp;</p>
<p>Prior to this at meetings with Howard Medlicote at Distrcit Council, John Fallon, Derek Wiseman and myself (Margaret Rogers) had discussed available sites within the Parish for an allotment, whilst we were also researching land for a Youth Shelter and there seemed none available. The possibility of Brockleys Walk was mentioned during these visits.</p>
<p>&nbsp;</p>
<p>In the summer of 2009 Bob Langford, David Horton (an interested participant in wanting an allotment) Cllr. Mrs Lin Hingley and myself met with Bob Langford (the then Chair of Governors at Brindley Heath), to look at a suggested site at Brindley Heath.</p>
<p>&nbsp;</p>
<p>Following great interest being show through the Parish Office for the need for an allotments site an Inaugural Meeting was called at Brindley Heath Junior School and all the interested people were invited to attend</p>
<p>&nbsp;</p>
<p>At the meeting Lin welcomed everyone and thanked Sheila Cowan for allowing the use of the school for the meeting. Lin introduced herself chairing the meeting as a member of Parish Council and the Recreation and Environment Committee and myself Margaret Rogers taking minutes and also member of Parish Council, its past chairman and Chairman of the Recreation and Environment Committee.</p>
<p>&nbsp;</p>
<p>A committee and officers were elected on 12<sup>th</sup> November 2009. Miss Cowen the Head Teacher at Brindley was also in attendance. She agreed meetings could be held at Brindley Heath as she thought the idea of an Allotment on site an excellent idea and would be of great intergenerational value to the pupils and plot holders. </p>
<p>&nbsp;</p>
<p>Miss Cowan reported at that meeting that Julie Nash (the Education Premises Officer) would be visiting in December 2010 and she would mention the use of the area to her. She felt this could be an important project for the school, as children could learn a lot from the adults working together. She asked that an area be set aside for school allotments and felt that rent from the land could be an income for the school.  The area was already fenced off from the school and could be put to more educational value. She had no objection to the project and felt that a committee needed to be formed and an action plan put in place.</p>
<p>&nbsp;</p>
<p>Margaret had noted that authorities were looking for intergeneration projects so she thought this would be an ideal situation to promote such activities.</p>
<p>&nbsp;</p>
<p>Having looked at the lie of the land ideal places had been identified for disabled person’s access to an allotment plot. The following meetings work was progressing to this end. The Education Department of County Council then decided not to allow the allotments at the Brindley Site. So it was back to the drawing board.</p>
<p>&nbsp;</p>
<p>We moved to the KSCA as a committee and the search was on. Mr Richard Hollingworth was approached by myself on two sites. The Dunsley site was to open and on high ground whilst the site at the pumping station at Stewpony was very damp with restricted access. Both had difficulties with parking. Mrs Hingley approached Enville Estates whilst myself and David Horton approached other landowners within a five mile radius of Kinver.</p>
<p>&nbsp;</p>
<p>In March 2011 we were offered the use of a field at Gothersley by Mr Roger Pauli. The Association agreed the site and a tenancy agreement with Mr Pauli was drawn up. The field was cleared by the Allotments Committee and one of our committee drew up a site plan to allocate the plots and an area for off road parking</p>
<p>&nbsp;</p>
<p>I made contact with the Swindon Allotment Association who provided me with a copy of their Plot Holders Tenancy Agreement to adapt to suit the KAA. This along with constitution from myself and others members both a Model Plot Holders Tenancy Agreement and a Constitution for the Association was set up in agreement with the KAA committee.  Public Liability Insurance was also taken out by the KAA and we also became members of the National Allotments Association. Cllr Mrs Hingley had some background papers about starting up allotments from the District Council, which were also useful to our early meetings.</p>
<p>&nbsp;</p>
<p>&nbsp;</p>
<p>With land now available the committee set about clearing the field and allocating plots. This was done at a meeting where the names/individuals still showing an interest where put into a jar along with the numbers of the plots in another. As neither myself or Mrs Hingley (at that time were intending to have a plot) called the number of the plot whilst the other pulled out names. People on the waiting list were travelling to allotments in Wordsley, Kingswinford and Lye and were keen to join a local association.</p>
<p>&nbsp;</p>
<p>The Allotment site now being up and running, priorities were given to providing water on site and securing the site. Water pipes and taps were laid to each plot and eventually connected to the mains in the highway through South Staffs Water. This was very expensive and was aided by grants of almost £4,000 from the Ken Wrigley and the Wylde Memorial Charities. Funding for individual storage was supported by a grant of £1000 from Cllr. Brian Edwards through the LMI County Council. By August 2010 the site was flourishing and a barbecue was held to thank those who had given grants and for the opportunity for plot holders to meet socially.</p>
<p>&nbsp;</p>
<p>At the 2010 AGM Cllr Mrs Hingley decided due to commitments to resign from the committee as we both held honorary posts, but l agreed to stay on..</p>
<p>&nbsp;</p>
<p>Over the past two years we have had a small waiting list, which has soon been accommodated by people finding</p>
<p>a whole plot to much to manage due to time, family commitments or health reasons. Some plots holders have  given up half their plots allowing others to join the association.  Anyone given up their plot can go back on the list for when they felt able to continue again.</p>
<p>&nbsp;</p>
<p>From an Awards for All Application l made for £7380 the site has developed further with machinery (for which Health and Safety Policies and Guidelines were drawn up). The loan of machinery is checked out and in on return and is maintained by one of the plot holders. The grant also covered plot being sectioned with timber, grass paths, a grassed communal area and shelter and a communal poly tunnel to grow seedlings and indoor fruits.</p>
<p>&nbsp;</p>
<p>The site is totally organic with no weed killer or sprays allowed and only organic manure (currently supplied by Roger Pauli) in use. More ground was cleared (and instead by hand) by a grant from Parish Council of £400</p>
<p>to pay for a man and machine to do the job more quickly.</p>
<p>&nbsp;</p>
<p>This summer we held another “thank you” barbecue and those representing the local charities were amazed at the work being undertaken.</p>
<p>&nbsp;</p>
<p>The Association meets every month throughout the year for which minutes are kept. We are totally independent of any other Association. Our year runs from November to October and accounts are presented at the AGM with a Treasurers report given at each meeting. Plot holders fees are required yearly by 31<sup>st</sup> December each year.</p>
<p>The site has it own bee hives and we hope to generate our own honey although 2011 has been a difficult year for beekeepers in general, our hive has seen some problems. However, the beekeepers have learnt a great deal and are fully prepared to further their experience as beekeepers in 2012 and are hoping to increase the number of bees and hives with a view to generating funds for KAA. A grant from the Ken Wrigley Memorial Charities is adding this development.</p>
<p>&nbsp;</p>
<p>KAA are putting together a programme to further enhance the site which includes the purchase of a mulcher </p>
<p>costing around £3,000 to make organic fertilizer and will be another means of being self sufficient. When the scheme is ready l will be applying for another Lottery Grant for this and further developments. The poly tunnel should be ready for spring seedlings and we hope to have a web site and a forum page</p>
<p>&nbsp;</p>
<p>All but two plots belong to residents in Kinver itself and the two are Stourton residents so a totally local Association. We currently have a waiting list of 6 people as of 12<sup>th</sup> December. In the new year we will have 3 full plots and 1 half plot to allocate to people on our waiting list, so more new members will join the Association.</p>
<p>&nbsp;</p>
<p>Our chairman over the past two years has been David Horton, during which time we have not shut our eyes to the possibility of looking at other sites but the Association agreed that to keep a good well maintained site they need to concentrate their efforts to begin with on the site at Gothersley for the time being.</p>
<p>&nbsp;</p>
<p>We have our own Newsletter with slots for children and tips on growing and cooking and hope eventually to have our own web site. The Committee hold regular working parties where all are welcome and invited to attend to share skills and ideas.</p>
<p>&nbsp;</p>
<p>Having attended every KAA meeting since we started on 12<sup>th</sup> November 2009 l can report that we have an enthusiastic committee, who are always looking to improve the site for its plot holders.</p>

<p>Councillors Mrs R Davis and Mrs L Hingley declared a non prejudicial interest in relation to the High Street as it is a Conservation Area.</p>
<p>20.        <span style="text-decoration: underline;">MINUTES OF THE PREVIOUS MEETINGS</span></p>
<p>&nbsp;</p>
<p>The Minutes of the meeting held on 4<sup>th</sup> January 2012, having been circulated in advance of the current meeting, were approved and signed as a true record of the proceedings at that meeting.</p>
<p>&nbsp;</p>
<p>21.        <span style="text-decoration: underline;">MATTERS ARISING FROM PREVIOUS MINUTES</span></p>
<p>&nbsp;</p>
<p>21.1      <span style="text-decoration: underline;">Signs on Hyde Lane Junction.</span></p>
<p>&nbsp;</p>
<p>It was noted that the signs are still being placed on the junction with Hyde Lane: the County Council and the KSCA have been sent a letter requesting that they ask the fair organisers not to put their signs on this junction as it causes an obstruction for drivers.</p>
<p>&nbsp;</p>
<p>21.2      <span style="text-decoration: underline;">Parking on yellow lines by Potters Cross</span></p>
<p>&nbsp;</p>
<p>It was noted that the Crossing Patrol person should be recording the names of drivers that obstruct his view when he is trying to cross the school children over the road. The parents are parking on the double yellow lines and pavements causing visibility problems in the area.  The Clerk reported that the Crossing Patrol Person is taking photographs and she has also taken pictures of the problem and forwarded them to Steve Poyser at the District Council.</p>
<p>&nbsp;</p>
<p>It was noted that within the Localism Bill, Local Authorities can take over the running of a service if it is thought to be unsatisfactory; the Chairman asked the District Councillors to look into this to see if it would be feasible for the Parish Council to be temporarily responsible for this service.</p>
<p>&nbsp;</p>
<p>22.        <span style="text-decoration: underline;">POLICE INSPECTOR DONNA GIBBS TO ADDRESS THE COUNCIL ON POLICING MATTERS RELATING TO KINVER</span></p>
<p><span style="text-decoration: underline;"> </span></p>
<p>Inspector Gibbs introduced herself to the Council; she has taken over from Inspector Shannahan.  She has spent half of her police career in the Staffordshire force, so is well aware of the makeup of the area.</p>
<p>&nbsp;</p>
<p>There are several fundamental changes taking place in the force, a summary of some of these is below:-</p>
<p>&nbsp;</p>
<ul>
<li>Admin support / call handling – a new number has been introduced 101, the use of which is for non-emergency crime. Callers are given appointment times for the police to call and deal with their enquiry.  This should be within 2 days of reporting the incident.</li>
</ul>
<p>&nbsp;</p>
<p>7/12</p>
<ul>
<li>Custody teams are now in place, who take the prisoner into custody and the arresting officer is then released quickly back on duty.</li>
<li>A review of the police stations is taking place; the officers are wanted out on the streets, not in police stations, therefore several stations have closed and officers are working out of “out posts”.  These can be parts of schools, libraries, an office, but most important is the central location to an area.  Kinver station will be closed, but not until an out post is found.</li>
<li>PC Baker has currently been moved to Cannock as due to an on-going injury he is working on restricted duties. PCSO Karleen Salmon is working at Codsall.  By March we should have a replacement PCSO and a Community Officer back in the village, but for now the area is being covered by 2 officers from Wombourne. This is the plan for the next 12 months. It was noted that the longer term plans were still being finalised.</li>
<li>If we are to have 2 officers, it was mentioned that they should work opposite shifts otherwise it is like only having 1 officer on duty, this was noted.</li>
<li>The force has 45 special constables and these are tasked where they are required; some of these officers have been targeting Kinver as there has been an increase in antisocial behaviour.</li>
<li>In the police stats that are issued, over a third of all antisocial behaviour takes place in or around the KSCA.  This is being dealt with by the Joint Operations Group which links agencies together to look at the bigger picture of why there is a problem there, and how to deal with it; input is not just from the police perspective.  It was noted this would be a good location for an Out Post for the officers.  The Crime Reduction Officer will come to look at the area and give his advice.</li>
<li>The police stats we receive do not tell the whole picture, and we will be receiving information in a different format in the future, i.e. attending PC Meetings if appropriate or via the newsletters.</li>
</ul>
<p>&nbsp;</p>
<p>23.        <span style="text-decoration: underline;">PUBLIC PARTICIPATION</span></p>
<p>&nbsp;</p>
<p>            Standing orders were raised for members of the public to speak</p>
<p>&nbsp;</p>
<p>            Mr Ralph Wilson addressed the Council, and apologised for his outburst at the previous meeting. He raised the following matters:-</p>
<p>&nbsp;</p>
<ul>
<li>He assured members that his attendance at the previous meeting was purely spur of the moment following the incident relating to the ambulance.</li>
<li>He had been to visit the shops in the High Street individually to ask 2 questions:– I would like Kinver High Street to:- a) Remain the same as it is today b) Have the pinch points and yellow lines removed from the centre of the village. The response he received were 1 in favour for a, and 29 in favour of b.</li>
<li>In his opinion the speeding had been made worse with the installation of the pinch points and the local Fire Service had not been consulted and was unaware of the High Street make over until it was implemented.</li>
<li>Since Christmas there have been 10 tyres damaged to date, and over 70+ since the scheme was installed.</li>
<li>The parking in the High Street before always acted as a traffic calming measure and this should be reintroduced.</li>
<li>The shop keepers that he had spoken to reported their takings were down 30% since the road was altered.</li>
</ul>
<p>           </p>
<p>            Standing orders were reinstated.</p>

<p>24.       <span style="text-decoration: underline;">BEST KEPT VILLAGE COMPETITION – PRESENTED BY CLLR MRS L HINGLEY  </span></p>
<p><span style="text-decoration: underline;"> </span></p>
<p>            Cllr Mrs L Hingley gave the following report:</p>
<p>&nbsp;</p>
<p><strong>“Planning so far</strong>:-         I have Contacted village organisations to see if they can support the competition. Twenty so far are very interested. I have recruited the assistance of David Gidding, David Bills  and the Kinver Rotary Club  of whom I value their knowledge of the past competitions we have entered.</p>
<p>&nbsp;</p>
<p>&nbsp;</p>

<p>I have also visited Foley Infants, Brindley Heath and Edgecliff schools and spoken to the Head Teachers about the poster competitions and they are keen to be involved on the project</p>
<p>I have met with the chairman of the Best Kept Village Competition, Mr. John Perry, to update me on the B.K.V and of any changes that might have taken place since we last entered in 2007.  He was very helpful and supportive and was very pleased to hear that the BKV Group were interested in entering the competition.</p>
<p>&nbsp;</p>
<p><strong>FUTURE:-</strong>         I will be convening a meeting with representatives of the local organisations to see how they can help.  I have a map of the village and with the help of a few colleagues will find the hot spots that will need litter picking and tidying up, and of course liaising with the Parish Council maintenance men and Jenny so that we are not doing their work.  This will be team work where the community will  be able to get involved.</p>
<p>&nbsp;</p>
<p><strong>THE VISION</strong> OF THE HIGH STREET IS TO HAVE HANGING FLOWER BASKETS ON BOTH SIDES FROM TOP TO BOTTOM AND ENCOURAGE THE TRADERS TO LOOK AFTER THEM USING THE EXISTING CHRISTMAS TREE BRACKETS. AND TO ENCOURAGE THE PUBS AND RESIDENTS TO ENTER THE B.K.V FRONTAGE COMPETITION.</p>
<p>&nbsp;</p>
<p><strong>To encourage tourism</strong> back to the village is very important to sustain our future businesses.”</p>

<p>Members thanked Cllr Mrs Hingley for taking on this project, and agreed to support the organisation with the entrance fee.</p>

<p>25.       <span style="text-decoration: underline;">            TO DISCUSS THE PROPOSED COMMITTEE STRUCTURE FOR THE NEW LEISURE AND AMENITIES COMMITTEE </span></p>

<p>            <span style="text-decoration: underline;">Proposed structure of the agendas of the new Committee</span></p>

<p>The Clerk reported that the proposed agendas were listed as appendix 1 to these minutes; the first will be for the first meeting when receiving the 2 sets of minutes, the second to be used thereafter.</p>

<p>The Committee perhaps should meet every 2 months as opposed to quarterly as at present, to take into account the combined meetings agendas.</p>
<p>&nbsp;</p>
<p>The meetings could take place in January, March, May, July, September and November. This would be 6 meetings per annum.</p>
<p>&nbsp;</p>
<p>The original terms of reference are below along with a proposed combination of the 2 Committees to the new Leisure and Amenities Committee.</p>

<p><span style="text-decoration: underline;">Chairing the meetings.</span></p>

<p>There can only be one chairman at a meeting, but other members can have areas of responsibility that they lead on when being discussed at meetings.  Therefore, the Chairman could be Cllr JK Hall and Vice Chairman Cllr Mrs L Hingley (or vice versa), the Chairman could lead on the areas of interest to him as the Rights of Ways etc., and the Vice Chairman could lead on the other agenda items.</p>
<p>&nbsp;</p>
<p>It would be unprofessional for the Chairman just to lead on the items they are interested in and leave the meeting. They would need to remain in the chair and take the whole meeting, and introduce the items as this is the role of the Chairman.</p>
<p>&nbsp;</p>

<p>26.       <span style="text-decoration: underline;">COUNTY / DISTRICT COUNCILLORS TO ADDRESS THE COUNCIL ON ANY MATTERS RELEVANT TO THE PARISH</span></p>
<p>            Councillor Edwards reported on the following items:-</p>
<p>&nbsp;</p>
<ul>
<li>The planning application for the village square was approved last evening at the District Council.  The planned start date is mid February and completion by the 31<sup>st</sup> March. The benches and cycle racks will be installed in the High Street  during this time</li>
<li>The proposed changes to the Core Strategy will be coming out for consultation shortly.</li>
<li>The Police Station in Codsall has been bought by the District Council, the reason for the purchase was that it houses the CCTV centre, and to move that would have been very expensive.  The remaining offices will be rented out.</li>
<li>The County are trialling a new gritting system this year, that leaves a layer of solution on the road, so it is more effective than traditional grit, and therefore less is required. This in time will save money.</li>
<li>Back Church Hill has been resurfaced.</li>
<li>No council tax increase will take place this year for Kinver residents.</li>
</ul>

<li>The signs should be up shortly for the weight limit on Windsor Holloway.</li>
<li>New speed limits are in place near the Crown at Iverley.</li>

<p>27.        <span style="text-decoration: underline;">REPORT OF THE CHAIRMAN</span></p>
<p>The Chairman thanked Councillor Mrs Rogers for attending the presentation evening at Edgecliff High School on her behalf to present the Millennium Cup at such short notice.</p>
<p>            It is hopeful Mr Hale will be returning shortly to work, initially on light duties.</p>
<p>&nbsp;</p>
<p>The Chairman reported that Mrs Joan Barlow, was in hospital at the moment, and she had sent a card on behalf of members of Council. Members sent their best wishes to Mrs Barlow.</p>
<p>&nbsp;</p>
<p>The Rev David Blackburn will be retiring at the end of February and Councillors thanked him for his services to the village.</p>
<p>28.        <span style="text-decoration: underline;">CLERK’S REPORT</span></p>
<p>&nbsp;</p>
<p>The Clerk reported on the following matters –</p>
<p>&nbsp;</p>
<p>28.1.     <span style="text-decoration: underline;">South Staffs SUSSED Summer programme</span></p>
<p>&nbsp;</p>
<p>The District is asking Parish Councils to look at providing vouchers for activities running at existing Leisure Centres. Kinver does not have a Leisure Centre; our nearest Centre being at Wombourne. The Council are asking at this stage for levels of interest and for Parish Councils to part fund / fund the summer scheme.  It was noted that Council had agreed previously that this scheme was no longer viable in the village, and in this form would not be practical for Kinver residents to travel to Wombourne Leisure Centre to use vouchers.  Therefore the above request was noted.</p>
<p>&nbsp;</p>
<p>28.2.     <span style="text-decoration: underline;">Alcohol ban area signs</span></p>
<p><span style="text-decoration: underline;"> </span></p>
<p>We have been asked by a member of the public if we can have more signs advertising the alcohol ban area. At present they are on all the entrances into the village.  The Clerk reported that this had been raised as an issue as a non local officer had been called to the area and did not know about the alcohol ban.</p>
<p>&nbsp;</p>
<p>This situation has since been rectified.  It was agreed that the Clerk ask Mr Wood to undertake a survey of where the signs are currently located, and the Clerk contact the District Council to ask for some more signs if any are missing.</p>
<p><strong><span style="text-decoration: underline;"> </span></strong></p>
<p>28.3.     <span style="text-decoration: underline;">Parking enforcement</span></p>
<p><strong><span style="text-decoration: underline;"> </span></strong></p>
<p>The Clerk has requested that the Parking Wardens target the village as requested, and also attend at school time particularly outside Brindley Heath Junior School as the yellow lines are being parked on every day.</p>
<p>&nbsp;</p>
<p>In addition she has asked the District Council if the CCTV cameras in the High Street could be used for enforcing parking; the answer is no.  The reason for this is a CCTV camera has to be specially identified and authorised to become a parking enforcement camera.</p>
<p>&nbsp;</p>
<p>28.4.     <span style="text-decoration: underline;">Car Park, Legion Drive</span>  </p>
<p><strong><span style="text-decoration: underline;"> </span></strong></p>
<p>The Clerk has chased the District Council to ask when the car park is to be resurfaced and landscaped.  She has been informed that it is the County’s responsibility to put this area right, and she has flagged this up with the County. It was requested that Councillor B Edwards investigates the matter and updates Mr John Commins on the recent history of the car park.</p>

<p>29.2      <span style="text-decoration: underline;">Environment and Recreation Committee Meeting of the 12<sup>th</sup> January 2012</span> </p>

<p>The minutes of the above meetings, having been circulated, were <strong>Received, </strong>it being noted that there were the following recommendations to the Council:-</p>

<p>the Clerk be authorised to contact the residents / traders of the High Street to seek their views on having hanging baskets on their premises and if they would be willing to water the baskets whilst they are in situ.</p>
<p>&nbsp;</p>
<p>It was agreed that the above would be better dealt with through the Best Kept Village Group, and that they could look at applying for some funding towards the baskets but should  first seeking approval from residents / traders to erect the baskets / brackets on their properties.</p>
<p>&nbsp;</p>
<p>the following ideas to celebrate the Diamond Jubilee be discussed:-</p>
<p>&nbsp;</p>
<ul>
<li>In 1977 a line of trees was planted at the KSCA, a similar planting could take place for the Diamond Jubilee. Cost to be advised.</li>
<li>A shield is purchased at a cost of circa £65, and given annually for one of the following reasons; dedication, overcoming difficulties / disabilities or dedication.  The winner would be nominated by the parishioners, along with the annual prize money to be agreed.</li>
<li>The naming of the village square – if it is completed by June 2012.</li>
<li>Standing stone on Jubilee Gardens similar in size to the larger stone in memory of John Greaves Smith at Comber Ridge, the estimated cost for this would be circa £1000.  An inscription marking the Diamond Jubilee could be on a slate plaque or tablet.</li>
</ul>

<p>An additional item for discussion was added:-</p>

<li>Circular bench on Jubilee Gardens cost £715.00</li>

<p>It was agreed to refer the above items back to the Committee for further costs, and for an agreement on a definitive list of those projects  that it wishes to progress. These can then be forwarded to the Finance Committee to identify funding.</p>

<p>In the event of death or permanent disablement arising from violent or criminal assault suffered in the course of employment then all insurance payments will be made in accordance with paragraph 7 of Part 3 of the green book .injury or assault at work, or on Official Duty, leading to incapacity or death, insurance payments will be made to the nominated next-of-kin.</p>

<p>2.       <span style="text-decoration: underline;">DECLARATIONS OF INTEREST</span></p>
<p>          Cllrs Mrs R Davis and Mrs L Hingley declared a non -prejudicial interest in planning applications 12/0035/FUL, 12/0030/FUL and 12/0031/CAC for being in the Green Belt or Conservation Area.</p>
<p>3.       <span style="text-decoration: underline;">MINUTES OF THE PREVIOUS MEETING</span></p>

<p>           The minutes of the meeting held on 25<sup>th</sup> January 2012 were approved and signed as a true record of the proceedings of that meeting.</p>

<p>4.       <span style="text-decoration: underline;">MATTERS ARISING FROM PREVIOUS MINUTES</span></p>

<p>          The following matter was reported:-</p>

<p>4.1 Further correspondence relating to the garden and house elevations of 35 Church View Gardens</p>
<p>&nbsp;</p>
<p>            4.2 Notification of issues relating to FP3.</p>
<p>&nbsp;</p>
<p>At the Rights of Way Committee meeting, a member of the Committee raised a problem that they had experienced with crossing in front of the gun club during a walk.  The Gun Club should stop shooting whilst they walk through and have Marshalls on either end of the path.</p>
<p>&nbsp;</p>
<p>            These measures were not in place and they carried on shooting whilst everyone walked through.</p>
<p>&nbsp;</p>
<p>            This has been reported as a breach of their planning permission and is being looked into.</p>
<p>&nbsp;</p>
<p>5.       <span style="text-decoration: underline;">PLANNING APPLICATIONS</span></p>

<p>The following planning applications were considered and it was agreed to <strong>Recommend</strong> to the South Staffordshire District Council as stated below for each application: -</p>

<p>                        Erection of detached dormer bungalow with basement garage</p>

<p>                        <strong>Recommend Refusal on the grounds that:-</strong></p>

<li><strong>There is insufficient amenity space left for the original dwelling if the proposed dormer bungalow is allowed to be built as per PPG H17 according to the site map supplied.</strong></li>
<li><strong>It is over development of the site.</strong></li>
<li><strong>We have concerns over the parking arrangements, there is 1 space marked which appears to be allocated on one plan for the original property and on another plan for the new proposed dormer bungalow. Therefore parking arrangements are not clear on the plans.</strong></li>

<p><strong>Recommend Refusal on the grounds that the application states that they currently have 4 parking spaces,  and the proposed number of total spaces will also be 4, therefore 0 loss of spaces.  However if the garage is converted into a dwelling then there will be a loss of 2 spaces, and the planning application does not show where the 4 parking spaces will be located.</strong></p>

<p>Good Morning Again</p>
<p>I am forwarding my original email for which I have not yet received a response.</p>
<p>I have looked at the original plans for the old Legion Building and find that an 1800mm high weld mesh fence is marked on the plan but a post and rail fence with photo is mentioned on the statement. As one of the conditions for approval is for the boundary to be to planning office satisfaction.</p>
<p>I would be grateful for clarification on the reasons for the changes made to the fence. it is of particular concern as the site is partly in the Conservation Area and wholly within the buffer zone that has been introduced to protect the boundaries of the Conservation Area.</p>
